Shipping Problems with UPS (lost, recovered, blocked)

Koodo shipped my phone with UPS, who lost the package for over 2 weeks and after several calls and emails to Koodo and UPS I received my order. Box was a little dinged up and very dirty but it didn't look opened so I tried it out, poped the SIM in and....the phone doesn't work. Koodo has blocked the IMEI.

How long does it take to unblock the IMEI and how long before the other carriers (at least Rogers and Bell from what I have tested) also allow for the phone on their network? Is there any long term implications now that the phone has been blocked? Do I need a new phone now?

Did you ever receive an activation email for self serve? If so u can check if you can report it found from there.
If not, then you will need to contact koodo.

Thank you, I called in to customer support. There is a shared block list between the carriers so once a carrier blocks a phone it's blocked on all the carriers that share the list (it's at least Rogers, Bell, Telus from what I can tell). The issue is that once the phone is unblocked it doesn't necessarily cascade to the others (or at least it doesn't do this in real-time). Rather than find out how long it will take to unblock the phone I will get a replacement.
