  1. New phone and for last two days get message   “high mobile data usage. google play has used more data then usual.   “   But data numbers on phone have not changed and mobility data has been turned off since yesterday?

Try opening settings then apps, choose Google Play services and tap on storage then clear the cache and tap Manage storage and delete all data. This commonly fixes this issue.
