I just received my new a phone. Everything from my iPhone 8 transferred over fine. However, I can’t make or receive calls.

Just a silly question perhaps, but did you transfer the SIM card from your old phone into the new one?

To add to Sophie’s comment, did you reset your network settings on your iPhone 11? Sometimes, after putting in your SIM card, you have to restart your phone to make sure you are connected to the Koodo network.
