How come when someone tries to call me they get a recording saying this number is not assigned

Is your account active?
If it was active, I would suggest you try to reboot the phone, reset network settings, and see if it help.

I would try to turn off the phone for a few minutes then on again first.

To reset network settings, you need to go to Settings --> Backup and reset --> Network settings reset --> Reset settings, hit it again when being asked.

Is it all people who call you that receives this number not assigned message? Have you tried calling yourself from another line?

Can you narrow down when the sometimes occurs? Is it when calling from A specific carrier? Like it only happens When someone with a Rogers cell calls you

Pretty much every time she tries to call . once in a while she might.get lucky and get through

I suggest you send a private message to koodo via Facebook or Twitter. A tech will need to investigate what is going on here. The expectation would be that the call would go to voicemail if the phone was the issue. But this clearly this much be a network issue with your account.
