My work has a koodo (cell) number that is used only for voicemail, I never use the phone itself. I use my own personal cell, also Koodo, for everything, I don't want to carry two phones. Can I forward the work cell (keeping that voicemail separate) number to my personal cell # and not pay two full bills?
It seems silly that my work is paying full tilt for that line that is only used for messages and I am using my personal cell for everything. Is there some kind of solution?

A full VoIP service would be a much better choice for the Farmers Market. For a small monthly fee, you can have call forwarding, managed access, voicemail, text messaging to an email address of your choosing, automated assistant, calling hours, etc. You can easily forward where necessary.
Cost as low as $0.85 per month plus $0.005 per minute.
