Failed to get a code to refer a friend because 'This account identifier is already in use'

My phone number is apparently linked to the previous owner's email. So when I try to get the code to refer a friend, I keep getting the message 'This account identifier is already in use'. What should I do?

Contact the refer a friend team so that they reset it for you.
