"Downloader USB Init" message when activating phone change??

I just changed my koodo phone from old to new - everything went well online.I've now waited the 15 minutes to activate my new phone with the *22803 code but when I turn on the new Motorola phone it seems to be hanging on the screen "bootloader USB INIT" am I doing something wrong?
