Why am I using data when data is turned off for all apps?

How much data was it? If it was small (under 1MB), you could dispute directly with Koodo and ask them to revert the charge.

When you mentioned “data is turned off for all app” did you disable “cellular data”/”mobile data” or you manually turned off data usage for each apps?
