Can you call 811 from Nova Scotia?

811 is local Health Services phone number to contact a registered nurse to get health information. Can you call that number in Nova Scotia?

you may access the 811 service using the following 10-digit number: 866-770-7763 from a telephone registered in Nova Scotia only.

Its not about Coronavirus it is another health concern. I have tried the 866 number and it hangs up.

The 811 link states that the 811 system is overloaded (and apparently, so is the 866 number) because of the extra demand due to COVID-19

Yes I saw that. But why do we have to call an 866 number instead of just 811?
