Can Telus/Koodo block an unlocked phone from their network?

Is it possible for Telus/Koodo to block an unlocked phone from their network? If so, would this be based on the IMEI?

Only time a phone can be blocked is when it's suspended for not paying or it's been reported lost or stolen, cancelled.

So, I just had an on-line order cancelled for a phone, the company said that Telus would block the use of the phone (new, unlocked) in Canada. Guess they would base that on the IMEI and treat it as stolen for their own corporate purposes. Hmmmm... (Note: Telus currently has exclusive rights to sell this model of phone in Canada)

Not sure what they do for cancelled online orders. You won't be charged usage from that phone since it doesn't have your SIM card in it. Let's say it gets lost in transit and picked up by someone. That someone needs a Koodo or TELUS SIM card to use that phone because it's locked to the TELUS or Koodo network

Different situation, this is a new UNLOCKED phone that should work anywhere (compatible) and the company has specified that it will not work in Canada due to Telus blocking it. Telus has exclusive sales rights to the phone in Canada at present.

That is bizarre. I don't understand why that would be. What phone is it?

Every provider has their phone locked to their network, not just TELUS

The company is lying to you. Furthermore the rep probably has no idea what he or she is talking about. Telus can only block THEIR OWN phones for non-payment, theft, etc Telus can only block other UNLOCKED PHONES by the request of the owner. And once a phone is blocked, which the technically term is "blacklisted", it can't be used on ANY Norther American network, not just TELUS.
