My father is the primary on my account while I attend university across the country. My name is still on the account. Does he have to be physically present in order for me to buy a new phone at best buy?
The account owner needs to be added to the account as an authorized used. I suggest having him send a private message via facebook or twitter and a rep can help him with that

But, the account owner have to call in and let them know the authorized person will go into the store and buy it. Without this note from the account owner, they won't sell him a phone.
