I have seen some people without a blackberry social plan and their BBM access works fine through wifi.
I have seem some tutorials to make changes on APN but never had it to work.

Does anyone know how to do that?

You would need the service books pushed down for that scenario to work.
Find a friend with a legacy blackberry, borrow their sim for a few minutes to acquire the service books

Once I removed the sim card and use mine. BBM does not work.
What are the steps I should follow though the settings to enable the service books?

Hmm, that use to work to keep BBM working (on wifi only...). Perhaps they closed that out. I apologize.

BB 10 devices no longer need a data or social networking plan to use BBM because the provisioning access is the same as any other Smartphone now. It will work standalone on WiFi.

The legacy BBs (any OS7 or older device) required data/social networking plan to use BBM because the data went straight through RIM (now renamed Blackberry).

Which phone is it?

Not about BB10 devices. I've got a blackberry 9360!

First, to update the service books, go to Settings > Device > Advanced System Settings > Host Routing Table. Hit the BB menu button and select register now. Phone should reboot.

Then make sure your plan with Koodo is either...

1. A Talk + Text plan that has pay-per-use data (all the new ones include it now) with the BB data access add-on OR...

2. A data bucket plan. They start at $40 for 200mins/200MB with evenings/weekends free at 6, unlimited texting, and CD/VM. Just make sure the plan is a (BB) version so the data provisioning works.

Either way I don't think you can get the social networking package anymore.

I just checked, and Social package is still available for legacy for 10.
Or a BBM only for 5.

Nice. I thought they were gone. Then again I haven't sold a BB legacy device in a long time so I haven't seen what options are available in the channel for those phones recently...
