If the phone is compatible then it will if unlocked, Koodo uses HSPA 850/1900 frequencies
You can also check the compatibility tool http://koodomobile.com/en/on/switch2k...
Only some of Winds phones are compatible with Koodo.
What phone is it?

First you have to make sure the device is compatable with koodo. If so unlocked it will work

No it won't work on Koodo, it uses different frequencies

It really depends on which device you're getting.

Wind uses AWS 1700 MHz/2100 MHz frequencies and as Kid mentioned, Koodo use HSPA 850 MHz/1900 MHz frequencies.

If you're getting a Galaxy S2x, it covers GSM, WCDMA, AWS and LTE bands.

GSM Mode; GSM 850, GSM 900, GSM 1800, GSM 1900
WCDMA Mode: WCDMA 850, WCDMA, 900, WCDMA 1700 (AWS), WCDMA 1900 (LTE) and WCDMA 2100 (IMT)

Band I (W-CDMA 2100 IMT) operates in Europe, India, Africa, Israel, Asia, Australia, New Zealand, Thailand, and Brazil.

Band II (W-CDMA 1900 LTE) operates in North America and South America.

Band IV (W-CDMA 1700 AWS or Advanced Wireless Services) operates in the United States, Canada and Chile.

Band V (W-CDMA 850) operates in Australia, Hong Kong, Thailand, New Zealand, Brazil, Canada, the USA, Guatemala, Costa Rica, Nicaragua, Dominican Republic,Venezuela, other parts of South America, Israel, parts of Asia and Poland

Band VIII (W-CDMA 900) operates in Europe, Asia, Australia, New Zealand, Thailand, Dominican Republic, Venezuela and Poland

The S2x is "locked" to GSM Only, HSPA Only or GSM/HSPA, running stock firmware.

Not really. It's more 50/50.

These are the phones that seem to have UMTS 850/1900 in their specs (Wind's website is not always accurate - the Note 2 doesn't even have their own frequency listed, lol):

Nokia: 500, Lumia 710
Huawei: Ascend P1, Ascend D1 Quad XL, Ascend G312
Samsung: Galaxy S3, Galaxy Note 2, Galaxy Nexus
Sony: Xperia Ion

Most newer phones released by Wind have more than their required AWS frequency.

If he already has one of these, Wind will only charge him $10 for unlocking.

Does wind not show those specs because they are different versions?
Have you tried them.? I've seen someone on the Web saying they got the Galaxy Nexus from Wind & they couldn't get it to work on KOODO.

I'm reading reports that it's a matter of both carrier unlocking and flashing a specific version of radio firmware in order for WIND devices to access the UMTS 850/1900 frequency spectrum.

I've used an Ascend P1, the Lumia 710, and the Nokia 500 on other networks. Wind usually just shows AWS specs. I suspect the reson to be to discourage leaving Wind.

I have the Ascend D Quad phone from WIND. I will be allowed to unlock it in about 1 month after which I plan to switch to Telus/Koodo. Here is the spec sheet for the phone:

http://www.gsmarena.com/huawei_ascend...

According to the above link, the phone supports HSDPA 850/1900 as noted above
