Best option is to contact the seller directly. It appears that the R750 should work with Koodo's 3G service only.

I forgot about the IMEI checker utility. Looks like the device is not compatible at all. Sorry about that Andre. I checked with Bell and TELUS and the device comes up as incompatible as well.

So is that mean, it cannot work with no phone company , only Bluetooth will work ?

Bluetooth, Wi-Fi and GPS should still work. You can try Rogers, they don't advertise an IMEI checking utility online, so you will have to call in.

Passing either test will not guarantee compatibility, since there are many sub-models of phones designed for specific carriers. You at least want a positive test a a point of departure.
