Why am I being charged for using my own wifi? Why is it that I have to have the mobile data enabled to send/receive (Which I can't do anymore) images when I'm on wifi at the sametime?

I think better answers from employees are more suited for this vs arm chair type responses.

Sending picture texts (MMS) requires data. They won't send/receive on your Wi-Fi because that's how smartphones with the HSPA network are designed on any carrier.

So you can either leave Wi-Fi running while you're also connected to data to ensure you can send/receive MMS, or you can find an alternative method of sending pictures that can use Wi-Fi exclusively, like FB messenger, Whatsapp, or BBM.
