If my base plan is expired on my prepaid phone can I still connect to WiFi to use internet ?

Yes you can connect to WiFi at any time with your device.

Yes as your not using anything to do with your cell service provider. You're using the phones wifi connection (which is a completely separate connection) to connect to your homes or perhaps a businesses wifi and it's service.
Infact you can take a phone without a SIM Card even in it and use it on WiFi although with iPhones you need a SIM Card to initially set up the device.

WiFi has nothing to do with your phone service. Whever Wifi is avsilabe, you can vonnect. However, without a cellular plan you won’t have a phone.

You have just under 90 days from the date of your expiration to top up again without losing your boosters.

After that, your account will be closed, but you can still use your phone as a mini-tablet as Paul pointed out above.
