1. You haven't paid your bills recently and your service has been disconnected because of it. You need to ensure you pay on time.

2. You are currently on the Spending Limit program and your usage has hit the $200 mark so you have been cut off.

I'm fairly certain that in either circumstance, the owing amount needs to be paid in full + $35 reconnection fee to have your phone services reinstated.

Another possibility is that the phone is not actually suspended and simply lost the network connection.

The silly answer is you pressed the power button when the phone was on. Anyways, is is prepaid or postpaid? Have you checked your balance via the website? Does the phone show bars of signal? Etc.

While the phone is on try taking out the battery and SIM Card for a minute or so and then replace them and try it again. Also make sure your home didn't get set to 2g or GSM only in the network settings. Make sure your phone isn't set to airplane mode as well.
