She's wrong. You can change your plan every month just once per billing cycle.

Yes it counts against your daytime minutes and once you're over 100....

By the way, I purchased and started my plan in BC.
The area code is a BC area code.
I'm currently in AB.
Since the time difference is 1 hour, when/where does the 5PM begin? BC time due to purchase/plan/area code or AB time due to geographic location.
