well this is interesting: samsung has its own version of apples Wi-Fi assist. Check settings, Wi-Fi. The 3 dot menu top right, advanced, tap network switch to disable. That should stop it.

The feature is called Download Booster disable it if it is enabled.  It allows you to use both Wifi and Mobile data to increase your download speed

It could also be due to sending or receiving MMS (Picture or Video messages) This technically does use mobile data, however it is not counter against your data allotment

I checked setting, Wi-Fi, but don't see a 3 dot menu top right..?  I have a Samsung Neo 5.
I have had been unable to download a pic sent with a text message too...

It was obvious that my data was being used/charged inappropriately when I was at home, had the Wi-Fi on, and tried to download a game onto my phone.  It used up all of my data for the month, which automatically shut off the data... before the download was complete.  (this occurred sometime after getting the aforementioned text/pic that would not download)

I too have been running into the same problem with a Blackberry with the cell data turned off and in WIFI only mode. Koodo providing no customer service.

On the S5 Neo, the feature is called Smart Network Switch, accessed by tapping Settings > Wi-Fi > More > Smart network switch. A window will appear with the following text: "If Smart network switch is on, your device will be connected to a mobile network automatically when the Wi-Fi connection is unstable. This may result in additional charges depending on your payment plan".

If Smart network switch is enabled, simply tap the OFF radio button to disable Smart network switch.

Hi Mar - if you're unsure of what's eating up your data, it might be worthwhile visiting a Koodo shop to get a free diagnostic test run on your phone. Between this and the reps guidance, you should be able to see if it's a specific setting, an app in the background, or something else entirely that's consuming your data. The Koodo shop in Chinook Centre looks to be the closest one to you.
