Did you just recently change your plan? Are you sure that it is a local airtime charge and not long distance or another charge?

I'm not sure. I have been upgrade my plan from 4gb data to 6gb. But my previous plan including 1000minutes long distance call to China. You mean I after I upgrade this long distance call was cancelled?

When you change your plan mid way through a billing cycle you get proration. If you have 1000min for the month and change it on day 15, then you only get 500min for those 15 days. This doesnt sound like the case for you though. I dont believe you have the 1000 international LD min anymore if you switched to one of the current plans. If you look at your ebill it will tell you wether you have this or not.

If those calls were made to China, then that could explain the charges.

Hi Chuyue - I see two lines on an account matching your email address. The line ending in 56 is the one that incurred the charges you mentioned above, and these are for call forwarding. You can review the details on pages 11 and 12 of your bill through self-serve. If you think this will be something you need to use regularly, I'd recommend getting the Call Forwarding add-on for $3 month to avoid pay-per-use charges in the future.
