Why I got an " Additional usage charges" in my new billing?

I got the new billing and I found the fee changed. I have an additional usage charges. When I click it for details it tells me all my data usage, but on the date that charges me $7.5 it says no fees I need to pay extra. However, it's in my billing.

Hi Yan,
The detail of the charge are normally showed in your pdf bill. Have you downloaded it and see there it came from. Can you post the page 3 of the bill?(hide all personal detail(name, phone number, etc.))

It says I called 411. Who is 411? I'm confused I have called this phone number before.
