It could be your Google account problem. It required you to check something. I would suggest you go to your settings --> accounts.

It depends, do you have any Google account? you can add your google account there. If you don't want to do anything, then just ignore.

Android normally requires users to have a google account to backup and sync app data

If you tap the notification that says account action required, it will generally take you to the page the notification is coming from.

Most likely: "password change" or "update recovery infos" or "new devices accessed the account" or "update privacy policies". Faster you take action the better mate.
