$5 charge for international text messaging while in Japan

When I was in Japan I sent a text to a Japanese phone number. I had received notification from Koodoo that outgoing texts were $0.60 per message and incoming were free. I see on my usage that there is a $5.00 charge for the international text. Can anybody explain to me why Koodoo texts me to say it is 60 cents a text to send and then charges me $5.00?

I guess they never update the roaming message to the new rate of $5/100 texts in which once you use the first text, you're automatically billed the $5 and have 99 texts left to use.

Call Koodo and explain the situation, that you received a notification say the rate was still the old one of $0.60 per sent message but were charged $5/100 texts instead when you sent your first message (which is the ACTUAL rate). But since it was Koodo's mistake, they should fix it.
