why do they want $100 up front for change of phone what was no good.

What phone was it? Devices do much more now and cost a lot more then they used to. I'm sure it would be paid off rather fast depending on the phone.

You can put up to $360 for Tab M and $240 for Tab S, or $540 for Tab L.
If a phone you wanted is more than your Tab limit, then you have to pay rest of amount upfront.

Im not quite sure what your question is.  But phones costs money.  They are not free.
