local callers being charged long distance to a local number. I changed my number and this problem still exists. How to fix this without charging me?

What is your local area code and where do you live?. Is that area near the border between 2 provinces?

Who is your neighbors service provider?  They are the one charging your neighbors long distance fee, not Koodo.

If they are with Koodo, what plan do they have?  Most of Koodo's plans are Canada wide.
If they have a plan with local calls, then you should ask them what's their area code.

You are missing the point of my problem... local calls (no matter who the service provider is) should not pay LD tolls when making a local call. Yet, my neighbours do. This is a problem.

Thing is, with mobile phones vs landlines, in particular, what is local is often blurred. Just because you are physically next to one another does not mean your exchanges are local to one another. Thus the question about the respective phone numbers.
