Are you deleting them on your phone? Does every email you delete reappear? How long does the email take to reappear after being deleted?
After deleting an email from your inbox do you delete them from your trash/deleted folder?

Do you access your email from other devices, such as your computer? Using webmail, or a mail application, such as outlook, etc.
What email service do you use?

They reappear within a minute and can do this a couple of times.  I have gmail/hotmail on my phone.  Yes, I also access my emails from my laptop.

You likely have not chosen the 'delete from server' option in your email app settings, so when you delete it from your phone, the next time it reconnects, it downloads the old mail, because it is still on the server.
You want to set your mail up as IMAP on the email server, your laptop and phone, so the actions on one device are carried through to the email system, and then to the other device. Google has a really good tutorial about this, if you go to settings from the gmail webmail application on your laptop. I expect you hotmail service does as well. Have a look at those resources, and see if it helps. Let us know if you need more help.
