Why do I have to turn on my mobile data to receive a picture file even when ina wifi zone

When you send an MMS, it is being sent over the cell network and therefore is completely independent of wifi. It is just the way it was designed.

Are you having a problem with data and/or mms and that is why you are asking the question or are you just purely curious? We can help out if you are having and problems!

So if the picture file is sent over the cell network, why will it not download until I turn on my data?

Because a picture is data.  Koodo just chooses to not charge you extra for that data

If your correspondent sends you the file in an email, it will be delivered on Wi-Fi.
