Why cant my koodo phone be unlocked

I have a samsung s4 that i bought online it wss koodoo phone i tried to get it unlocked by a thirdparty carrier but now they cant unlock it ....im devastated....i spent all my $ to purchase the samsung do i have any hope to unlock it now?

If within 15 days, you should be able to return it, or you can get Koodo to unlock it for their regular fee if you have a Koodo account.

Today I went to the koodo kiosk at the local mall and they checked it's not blacklisted at all but then why r the retailers having so much trouble unlocking the phone? Why would they say they needed more money from me to unlock cuz it will take days now to unlock? ????

No idea. Whatever the reason, the result is the same. If you need it unlocked, you will need to pay a bit more.

Third party unlockers are probably jacking up their rates to make some money before the end of the year, when the CRTC ruling takes affect (carriers are no longer allowed to lock phones after then).

Are you sure your phone is locked to Koodo as other people asking you?
You mentioned you bought it online. Who did you buy it from? Maybe you should contact them and confirm which carrier it locked to.
If it's really locked to Koodo, then they can unlock it with $50 fee.
You could use 3rd party with less fee.

Sometimes a certain unlocker for some reason cannot do it. You get your money back if they cannot and you can just try another. Happened to me once with a Samsung. Don't worry about it. Who is 'they?' If they're asking for more money I'd tell them no and you'll be going somewhere else, since they have been misleading about the price. I usually use ebay unlockers with good feedback and price.

Sometimes the device can be permanently locked especially if not done right by a third party and when that happens you need to take it to the manufacturer

Which of the third-party unlock services have you tried? I've used http://www.cellunlocker.net/ for years without issue, going as far back as the Samsung Galaxy S3. 

As for the unregistered SIM, do you have a non-Koodo SIM card installed?

I went to ariana wireless in the surrey area ...i bought this phone online ....i diidnt check the sim card ...its still at the shop ....could it possibly be blackllisted abd this is the reason it wont unlock?

If the Galaxy S4 is locked to Koodo/Telus, it'd probably be $15 for the unlock code. Samsung Galaxy phones locked to Bell/Virgin are $10 for unlock codes. I don't see these prices changing between now and December 1st.

Hi thank you for all your help and support I will find out tomorrow if the phone could successfully be unlocked by the local third party business. I'll let you know what happens ok ....u all have been so helpful to me when I was so worried. ..very kind and nice to know that people will help when you have a problem.

Someone said that if it cannot be unlocked u can bring it to the Samsung authorized repair Centre ...can someone tell me where you go to find them?

Afaik Samsung Authorized Service Centers or just Samsung in general does not unlock phones.

I can't offer any guarantees this will work. Give it a try and let us know. It worked flawlessly on an older Galaxy Ace and Ace 2x I had eons ago.
