why can't i switch to plans offered to new customers?

When i go into self serve to switch my plan, i can't choose the deal for $45 that's offered until may 31?...

If you want one of the new plans then you'd need to pay off your existing tab, if any, and call customer service to switch to the new plans.

There's no service charge since this isn't something you can do on your own via self serve.

Note: if you're currently getting the 10% BYOD discount, it t is also not compatible with the new plans. And you'll loose it if you switch to a newer plan.

No, the tab no longer accumulates after its paid off. Since only you are contributing, it drops off once it's paid. Making your service that much less expensive.
