Why am I getting charged 1 min for every single incoming call I DO NOT answer???!!

are the people who are calling you hanging up after your voicemail picks up.  I've heard that airtime starts counting at that point.

Hey Charmaine! We do not bill you for calls that you don't answer. To clarify, airtime is not deducted then the call goes to voicemail. As Mitchell mentioned, a screenshot can help us to figure out what is happening (make sure to block all personal information such as the phone numbers). Keep us posted!

Block calling your voicemail or block people from leaving voicemail?
Either way there isn't a way you can do this. You could change your voicemail greeting to state that you are in the usa?

You would turn off call forwarding when unanswered/busy/unavailable in the phone app settings.  This would need to be done when in Canada and connected to the Koodo network
