Why am I being charged more for my plan

My plan is $40 with a $15 tab. Why is my bill $60?

40+15 = 55 + tx = 60$? Doesn't it make sens?

If it doesn't then pro-ration might be the cause of your high bill. Here's everything you need to know about your first-bill or pro-ration. If it's not the first bill then check p.3 of your e-bill. Take a look at this video hoping it will make you understand.

Okay, then why am I being charged tax? Rogers didn't do that. Nobody told me about that when I registered.

You pay tax on any purchase except groceries (and a very few other items). It should be no surprise you are taxed on this purchase.

I most certainly had taxes added to my bill when I was with Rogers, or with any other carrier here in Canada.
