Could be many reasons. Is there phone service where you are? Did you get a roaming add-on? Did you enable roaming?

You have to enable international roaming to get any signal at all once you leave Canada or the US. By default it's usually off. Costs you nothing to enable it in self-serve.

If this solves your problem, take a look at the Mexico/Caribbean add-on which will cover you in Cuba.

You have to remember that once you leave Canada, Koodo is no longer providing you service, they are just kinda liaising with the carriers where ever you are. So if Koodo has an agreement with a carrier in Cayo Coco, then youll have service based on that carriers coverage, if they don't, unfortunately you probably wont have coverage.
Cubacel is the local cell service. I should show up.
