Went to the States, decided to go with the 100 texts for $5., turned off data, made fewer than 50 texts, did not exceed allowable characters er text but I got charged twice.  It only shows one charge in the log of use but $10. was charged on my bill.

This was for a single billing cycle and it's a single 10 dollar charge? Could very well be if you kept it under 100 texts of 160 characters each. Billing disputes must be resolved by speaking with a rep so you can send a private message to Koodo via Facebook Messenger or DM via Twitter and it will be sorted out. Be aware that the current wait time to get a response is 24-36 hours. But you've got time for billing disputes.

@Karin, you have 2 lines. There is $5 on each (one for data roaming use the other for texting) which together adds up to the $10 in the summary. Hope this helps.

But I had my data shut off the entire time I was away.  I did not turn it on until I was on the ground in Canada??  There should be no data?

@Karin: There is always a bill record of the data amount that Koodo charged you.
I would suggest you check it on your bill. If the amount was tiny like 0.01MB, it could be some issues with network hand-off (or data leak). If so, you could call/send message to Koodo facebook to ask them to check. If the amount was several MB, then it might not be network issue.
