Want $35 plan (own phone) with 200+ minutes and 100+MB--does it still exist? I just see jump from $30 to $40.

That plan was a $30 plan at one time (it may have been $35 at one time too) but no, it no longer exists.
Currently you can get $30/month 100MB, 100Min.

Am I able to buy additional minutes (eg 100 min/$5) if I get the $30 plan?

No. You can buy a $20 unlimited calling add on, $10 unlimited incoming call add on or after your 100min you wil be charged pay per use rates.
I currently am on a $35 plan (with 10% discount for own device), have 200 minutes but only have 50 MB data. If I switch to $40/mo plan, will I retain the 10% discount for bringing my own device? My billing cycle ends tomorrow so I'd like to make any switch now.

Koodo's current plans do not contain a device subsidy, so there is no BYOD discount with any of their plans anymore. Thus you would no longer see the 10% discount.

The two closest are $30 and $40 unless you live in Quebec in which there is a $35 plan.
$30/month: 100min, 100MB
$40/month: 500min, 500MB

Quebec:
$35/month: Unlimited min, 1GB
