It gives you regular warnings and the option to have dat cut off right at 100% of your usage and you must agree to continue to continue to have it.

Hey Ann! The 250KB Roaming Shock-free Data is on your account as a preventative measure in case you're near the US boarder.  Sometimes when travelling, the phone can connect to a US tower for a split second even when the data roaming is turned off from your phone and can generate a small charge for data, and with your plan you wouldn't have to worry if that happens since you will be covered :) .
