SMS (Short Message Service) requires a mobile phone connection. Data and wifi not required and will not help. SMS is free internationally while you are in Canada.

MMS (Multimedia Message Service) requires mobile phone + mobile data connection. Wifi will not work as a data connection. You will not pay for data use while sending/receiving MMS as long as it's the only thing you are doing at the time.

Keep in mind that when you open up your data connection to send pix or flix, any other pending data requests will be filled over the same link, likely leading to unwanted "mystery" data charges. The easiest way around this is the $2 a month data block that allows only MMS data to flow when you open a connection.

There are some apps that allow you to juggle the limitations, such as Skype being able to send SMS from a landline based computer, but these are workarounds and won't universally let you send and receive to another handset unless they also are running corresponding apps.
