Does the international combo not exist anymore? The last couple years, most recently April, I got the $40 add on which provided me with unlimited incoming texts and a limited number of outgoing texts and a small amount of airtime, perfect to check in with the family and let them know we were safe. All I see now is this easy roam add on for $10 a day. So what used to cost me $40 will now cost me $210? I am on vacation, I don't need unlimited use. Besides hooking up to hotel Wi-Fi costs nothing.

Easyroam is the only thing around now. It caps at $100 per billing cycle though.

Incoming texts are always free, whether you have a roaming add on or not. If you don't add easyroam, you can also use the pay per use rates of $1.50/minute or $5 for a block of 100 outgoing texts (up to the end of the billing cycle).

So my billing cycle appears to be the 18th-17th which means my entire trip will be in 1 cycle. Do I need to do an add on for the $5 100 outgoing texts and could I do 2 or 3 of those block in the run of a month? When Allan says it caps at $100 per billing cycle, does that mean the most I can be charged is $100 for the entire trip or does that just mean if it costs me $210 it would just be billed over the course of a couple different bills?

The $5/100 texts is the automatic pay per use rates for the US. Other international pay per use rates can be found here: https://www.koodomobile.com/payperuse?INTCMP=KMNew_EasyRoamCTA_PayPerUse
And yes, if you're whole trip is within your billing cycle then the easyroam fees will stop at $100 for your trip.
