What happened to shock free data

I bought a travel plan 30$, 150mb because I went to Philly for a school competition for the weekend and I came home to find out that I went over on the data plan by almost double and was charged 90$?!!!!!? 

What happened to shock free data?

I thought I was supposed to receive a text message at 50 and 90% used data and turned off at 100% data! If i knew I was close to going over I would have turned off the data 

Upon further investigation I found out I also went over on my data by 5$ last month?

What is going on??? I'm SHOCKED

Check in self-serve notifications that it is enabled. I don't Bieber that it extends to roaming beyond a certain dollar figure but I could be mistaken.
