Your free to buy it directly from Apple if it's cheaper to buy an unlocked version from them, or wait till a deal comes up from Koodo on it.

iPhone 7 32GB:
Koodo: $730
Apple: $739

iPhone 7 128GB:
Koodo: $860
Apple: $869

Over $100 more?

Koodo actually charge $15 more for the SIM (but they give out $25 activation credit as of now) so it would be 730+15-25=$720 for the iPhone7 32GB.

Those prices include the activation credit and youd have to pay for the sim whether you bought it from Apple or not.

He mentioned he wanted the phone, not the rateplan so no SIM. If he wanted the SIM (and a plan), there will be a $45+/month more on top of that price.

You can't buy an iPhone outright from Koodo though so you'd be forced to buy a SIM and get a plan. (Actually you can't buy any phone outright without a Koodo account)

I just assumed that if the OP was looking to buy from Koodo they were also with or looking at getting service with Koodo, otherwise yes, it would make more sense to buy from Apple.

People could buy it on a plan and cancel right away. The phone will be theirs to keep.
