I'm getting a new phone a 0$ down one and it says $140 in activation fees, what does that mean?

When you activate it with koodo you are awarded with that much off the price of the phone. The price you see has that taken off already from the outright price of the device.

So add the price your paying at the time of purchase plus the amount the 24 monthly tab payments equals, plus those activation credits and you'll get the outright price.

Does it say you're saving that? It seems to refer to upfront phone price as activation fees and discounts as activation credits.

Okay, so it won't cost me anything to set up the phone?

If your going to your store then there is an activation fee that Goran stated above so if the phone is available to be purchased online then that's the best way to aquire the device.

The $30 in-store activation fee starts April 12th so try and go before then..

I didn't say $140 I said what Goran stated above, he stated $30 activation fee.... I also stated above that the $140 is a credit so not sure where I said $140 activation fee.
I did think that the activation fee started already however, didn't realize it wasn't the 12th yet.
