What activates roaming?

Sorry, I mixed that up.  My questions wasn't simply "What activates roaming"...that was just the title - it deleted my question.  
My question is - my daughter is in Europe.  She does not have easy roaming feature enabled.  Our understanding was if she doesn't make or take a call, and doesn't send a text AND has data roaming off on her phone (only has $2/month 250 MB data), then she shouldn't incur any roaming charges.  Our understanding was no charge to receive texts.  Her plan is to use wi-fi to send iMessages or search Internet.  BUT she received an email from Koodo saying she is roaming on a Greece network.  We want to make sure no charges are being incurred.  Looking today on her account, I see she received a text from my wife - perhaps that is how Koodo knows she is roaming....but not charges incurred???

As soon as her phone connects to a network she will be roaming. Just because she's roaming doesnt mean she will be charged. She will only be charged if using any data, making a call/answering a call or sending a text.
