Being billed for calling 778-580-4002; is this the voicemail, and if so, why am I being billed even when I haven't called it, only checked to see if there was a voicemail?

Even if you don't have a voice mail, calling your voicemail to check counts against your Airtime.

Your phone will alert you if you have a voice mail in your notifications. If you must check, try calling your phone from another phone and press * when your voice mail answers.

Not sure I understand. When my phone alerts me that I have a voice message, if I check to see which number called or the time that I was called without actually dialling into the voicemail, I get billed? But I'm not dialling in (or am I, when I look to see who/when called?)

When you call in and you hear any sort of message like "you have 1 unheard message" or "no new messages" that is a call to your voicemail server.
If made during the weekday time it will be billed against your usage.

Sorry, I don't think I'm making myself clear.  I don't actually dial into the voicemail, I just look on the screen that says I have voice message.  It seems that this "check" results in getting billed.  Is it my phone that's causing this?  I have an Acer Z410.

No,  you are not charged to just look at the VM notification icon.
As Mitchell stated ,  Only charged if you actually dial into VM by clicking on the icon.
