visual voicemail can't be added?

I have tried for sometime now to have visual voicemail added to my iPhone 7. At first, I thought it was due to being a new customer. I waited for my first bill and then tried to add it with no success.
I get this error: "Your plan is not eligible to be changed at this time".

Can you please help with this?

If you can't add it as an add-on to your plan, best to call 1-866-99-KOODO and explain that you tried to add it yourself, and they should be able to add it without charging a one-time fee to add the feature.
