Using call forwarding to run calls to an internet number. Is it possible?

I'm trying to figure out how call forwarding works, as I plan on leaving the country for a while in the near future. Skype doesn't offer a Canadian number at the moment, so I was hoping to register for an American Skype number, and have all the calls to my Koodo number forwarded to that number.
Does anyone know how the feature works? Will people calling me be aware that the number got switched? Can my phone be completely offline and still have calls forwarded to the other number?

It would work. Make sure you add the call forwarding add on to your account or you will be charged $0.50/minute for each forwarded call. Also be aware that you will be charged long distance for calls forwarded to a US number, just as you would if you were calling that us number from your cellphone.
