bought the USA plan for talk, text and data. Went to Buffalo NY and did not have any type of connections. Is there something I need to do with my phone to connect to a USA network?>

Manually scan for networks and choose either at&t or t-mobile.

I'm not sure about this one, but maybe have the Intl Roaming add-on?

You need the international voice add on to add the international Data on. Keep in mind pay per use for the US for data is $5 an MB.

Neither of the above two add ons is required to get service in the U.S.. You don't even require one of the 30 day roaming packages to get service, they just make sure you don't pay through the nose to do so.

I had bought the 30 day package for $35 but when I got there nothing. So it sounds like I need to manually scan for networks for at&t or t-mobile.
