I am travelling to the USA and am planning to add the $45 unlimited talk and text addon. I have a few questions:

Will I be able to send and receive picture messages if I have my data off? I'm not turning it on while I'm outside of Canada.

When I call or text my family in Canada and they text back, will they be charged because my phone is sending messages from the US?

No, data must be on to send picture messages. You can avoid possible leakage by connecting to wifi before you turn on the data to send the picture message. Free wifi is plentiful in the USA just be sure to turn off your data before disconnecting from the wifi.

Your Family will not be charged any more then they are regularly charged since they are texting your Canadian number.

Data must be on to receive as well. If you are only connected to wifi, you will get endless spinning beachballs while receiving pix messages.

But Koodo is supposed to know to not charge you for these types of messages on your data allotment.

Same situation with some other carriers. Seems it's part of the system.

Thanks, Chad! That's what I'd figured, but I like to cover all my bases. Too many news articles about people with surprise bills!
