With the new tab, it is basically a free interest loan where you finance your phone in 24 monthly payments. It is billed separate from your monthly service. Unlike other carriers, Koodo will allow you to keep your current rate plan unless you chose a tab plus. You can pay off the tab in a lump sum at anytime as long as your account is in good standing.

You can find more information on this link. Cheers

Except I don't think he can keep his old plan in this case since it's not at least $30/month. I'm not 100% sure on this but I remember reading somewhere that's a stipulation.

He is able to keep the same rate plan, the $30/month only qualified as a minimum for the medium tab. With the new tab changes, he will be able to keep the same rate plan. I know that certain retailers do struggle keeping the same rate plan but they can call their support team so the client can keep his plan. This normally happens with Best Buy since they use their own system. If he goes to a Koodo shop, then there will be no inconvenience.

You can always purchase an unlocked phone of your choice and bring it to use on Koodo with your existing plan

I would recommend you the HTC M8, retail price of the phone is $410 however there is currently a promotion for the device for an activation bonus of $242 therefore your monthly tab charge is $7 and starting tab balance starts at $168.

And my recommendation is to avoid the HTC M8 like its a plague. There are much better options

Not too many in its price range, though.

Moto X play is good. It's faster and much better camera than M8.
I used S4 for short time and it  was ok(better camera than M8)

If you don't buy a phone, BB doesn't sell you a monthly SIM card.( I tried and they told me so)

Your Note take regular size sim? If your current phone and your new phone use different size, then you need to get a proper size sim.
You will need to go to Koodo store to get monthly sim card for you and your mom.

im getting a used phone from a private seller its unlocked my note is also unlocked i will be giving it to my mom. shes going to need the bigger sim card shes doesn't have a sim card in her current phone and i need to get a mirco sim for the new phone. so you are saying we just have to go to out local koodo supplier to buy sim cards and this will not effect our plan we have a very old plan but we like it.

Correct. You can keep your current plan.
(Changing device doesn't effect your plan. )
SIM card contained your account information - account balance, plan, phone number, Tab balance...etc. So, you can use same sim card from your current phone to new phone if its use same size.
If your new phone need a different size, you can update your sim through self serve.
