Can I get my phone unlocked if I still owe money on the Tab?  I purchased this phone in June 2018.

If you purchased the phone last month then it would already be unlocked.
As of December, all phones are required to be sold unlocked.

And for others who come across this thread who don't have a device that was sold unlocked yes you can unlock even if you have a tab.

I was told that it could not be unlocked until my tab was paid which I thought was a little unusual.

I bought it at Walmart phone centre and that’s what they told me there. How can I confirm whether it is locked or unlocked without using someone else’s SIM card?

You could come back there and tell them to learn CRTC rules. If you just bought the new phone in Jun 2018, then it is definitely unlocked.

It is tough to check unlock status without a  SIM card from another carrier.

What Walmart probably told/meant to tell you is that you can't walk away from the account without the tab being settled. Physically, any Canadian phone sold since December has to be unlocked at no charge or with any special conditions attached.

If you are thinking about switching providers, just go to any of their stores/dealers and ask them to test the phone with one of their SIMs. I would avoid going back to the same Walmart.

I checked with the representative at Walmart today and they told me the same thing as before, that my phone cannot be unlocked until my Tab is paid off.  They said this is how they get around locking you into their plans.  They said
the phone is unlocked but once their insert their SIM card it locks the phone.  Makes no sense to me.

Which Walmart location is this?
Maybe a koodo rep can properly inform this Walmart.

You can test your phone by inserting a non koodo/telus sim in the phone. You can ask a friend or family member to help with this

It is the Walmart in Fergus, ON.  I think I might check with the Koodo Kiosk in Guelph Stone Road Mall.

I don't know what phone you have but you may be able to use this method in this tutorial to check if your phone is locked or unlocked.

You can also use a code dialed into the phones dialer to access the input area for unlocking the phone through a code. This way you can unlock the phone without the need for a different SIM Card.
LG uses a format that looks something like this: 2945#*873# The last three digits being the model number of the LG G6 but you will substitute those last 3 digits with the model number of your phone. Tapping NetworkSubset Lock or Service Provider Lock should give the option to enter the unlock code.

Samsung devices use a different code in the dialer to access the unlock code input. The USSD code #7465625*638*# works on 'S' series devices as far back as the S2x and should work on newer S series devices.

Do you mean to just dial as if making a call when you say dialing into the phone dialer?

Yes... Not sure if it works on A series Samsung's but you could definitely try if you don't have anyone with a different carrier SIM Card around.
