unlocking a phone without a sim card in it

HI,  I have an old Samsung S4 which I wanted to take to Cuba to give to a friend there.  The phone is locked to Koodo however I don't have a sim card in it currently.  Am I able to have the phone unlocked so that she can put her own sim into it in Cuba?  And if so, what steps do I need to get this done.  Thanks very much

Hi John,
If your phone was from Koodo, you could call Koodo (1 (866) 995-6636) or send message to their  facebook with the IMEI to ask for unlock code.

Thank you very much.  So once I get the unlock code do I just give it to my friend in Cuba once she puts her sim card into the phone????

Yes, When you put another SIM (other than Koodo) it will ask for the unlock code. You could also try Mats code to unlock below. Some models reportedly worked fine

Call Koodo to get the unlock code.

Then enter the following number on your dial paid 
#7465625*638*#

The unlock screen should come up. Enter your unlock code and hit okay. 

Now your phone should be unlocked.
