How can I check if my Samsung phone is unlocked?

Insert a sim from another carrier, if it doesn't ask you for a subsidy code, chances are good it's unlocked.

AND if it does ask for a code, and you are out of the country (in Costa Rica) and don't have access to a cell phone until yours is unlocked ... how do you get the code?

You need to contact Telus or Koodo to get the unlock code.

If you are away, you could use facebook to contact Koodo, or use Skype or viber to call Koodo.

Any friend on another carrier with the same sized SIM as your phone uses would allow you to complete the test. No need to wait until you are distant.

Azure123 - Thanks! I've can't do anything tomorrow but will try again or on Skype on Wednesday. It sucks not having a phone just because they can't answer their email or Facebook page!

And David, I knew my phone was locked but wasn't prepared to pay to have it unlocked when Dec. 1st was the deadline for free unlocked phones.
